Because he was driven. Since he was a little kid he was a natural performer, and his passion was getting reactions out of people -- part of his early album career (Class Clown, Occupation: Foole, et al) was based on reminiscing on those times. And even if not, his Fe was absolutely not PoLR. George Carlin was pretty much the opposite of a passionless, creepy robot-person. Get on Tinychat sometime and see Ashton on cam -- you'll see what I'm talking about.
In addition, he was too suggestible to be a Logical type. It's less visible in his 90s work and later, because he'd developed Ti by that point, but his earlier political positions basically consisted of agreeing with what people he trusted told him that sounded sufficiently reasonable -- He literally was flipped from McCarthyite to hippie socialist in an afternoon by Jack Burns, and that he remained for the rest of his days.
That said, I do agree that he was EJ as fuck, and Si-PoLR. He was EIE.
Bill Hicks as ILE isn't an unreasonable typing, though. It's my second choice behind IEI.
